For 45 years Tom Jorgensen worked in construction, but when building a tilt-up factory beside a veterinary clinic five years ago, he witnessed a confronting scene that saw him down his tools for good. "We saw a lady with tears streaming down her face, carrying a plastic bag out," he said. The bag contained her deceased pet.
